Campaign setting based on/inspired by Overlord: possible?

I've just been playing through the original Overlord PC game, and I began to wonder: could it be at all posible to create a campaign setting styled after or otherwise based upon the twisted fantasy setting of Overlord? Cannibalistic slave-taking halflings, a forest consumed by the nightmares of an eternally sleeping Elf-Lord, a region overrun by zombies created from a demonic/infernal STD unleashed by a fallen Paladin/Order...

If this idea is possible, I'd really appreciate help putting it together in a 4e base. I'm not intending or trying to make a perfect duplicate of Overlord's world, just borrowing some of the themes of a fantasy world corrupted and deformed.

I'm afraid I'm unfamiliar with the Overlord setting itself, but I've been doing some of my own work on a non-traditional 4E setting, so have some experience with adapting its material.

So, on that note:  Sure it's possible!

What about a world where the Shadowfell and Feywild both mingled together over a large area, resulting in terrible transformations and magic effects?

Just need to make some effects for areas to give it flavor, especially in descriptions to the PCs, and stat out some monsters.

Most of the immersion for the players is going to come from the descriptions of this nightmarish place and from how they must interact with who/what -ever lives there. The cannibal halflings, instead of being the small but friendly wanderers, are wild, hunched over with flecks of dried blood still on their hands and chins.  They are still nimble and quick like the halflings the PCs are used to, but they are very violent, charging with weapons, maybe grappling and biting as well.

For monsters, I would begin by looking through the MM for anything whose ability set works for what you're looking for.  Then just modify one or two things and re-skin them. That should get you several usable foes right away.  For other, more unique ones, the system used to create new monsters in the DMG is easy-as-pie, just choose a role, level and fill out the basics.  Choose a couple of special attacks that go for the effect you're looking for.
