I know the subject came up in the early days of 4e, but has it been determined whether or not letting a character change his energy type with powers, provided all other rules remains the same, from one to another (say, Ray of Enfeeblement becoming Fire instead of Necrotic, and renamed to Withering Heat or somesuch)?

The Astral Fire family of feats makes me skeptical, but I have one player who really wants to do a very heavily ice-themed character and is bound to run out of powers eventually.

It's reasonable, as long as you keep a close eye on it. I presonally haven't seen any problems having run for a lightning specialist and a thunder/force specialist at paragon tier when the best elemental feats open up.

I say, let him/her switch around energy types but with the proviso that you can retroactively veto a switch if it becomes problematic. Some energy pairs I wouldn't even think twice about allowing them to be switched, namely fire=cold and necrotic=radiant.
