Just my interpretation of a way to start characters truly from scratch, fresh on the farm, in the spirit of 0-level characters from previous games.

To start Level -1, xp -1250(to start)

Class--You must choose a class at this time

Race--You do not get your full racial features at this time, but ou gain your ability modifiers, languages, and bonuses to skills. In addition:

Dragonborn--Draconic Heritage
Dwarf--Dwarven Weapon Proficiency and Cast Iron Stomach
Eladrin--Fey Origin, Eladrin Education and Eladrin Weapon Proficiency
Elf--Fey Origin and Elven Weapon Proficiency
Half-Elf--Group Diplomacy
Halfling--Nimble Reaction
Human--Bonus Skill
Tiefling--Fire Resistance

Ability Scores--Use standard point buy generation(5 abilities start at 10, 1 ability starts at 8), but with four points to spend.

Skills--You don't gain any further skills at this time aside from what is explained below

Class Features--You choose your class as normal, but at this level you must take a multiclass feat of your chosen class, and the class features you get come from that multiclass feat. In addition, classes get:

HP are equal to your constitution score. Healing surges are 6+Con mod.

Cleric--Lesser Healing Word 1/encounter(healing surge with no bonus), proficiency in two simple weapons
Fighter--Proficiency in all simple weapons and leather armor
Paladin--Proficiency in all simple weapons and leather armor
Ranger--Proficiency in all simple weapons, choose 1 skill from the ranger list to be trained in
Rogue--Proficiency in dagger and sling, trained in Stealth
Warlock--lesser Eldritch Blast at will(cha or con vs. reflex, 1d6+cha or con damage)
Warlord--Lesser Inspiring Word 1/encounter(healing surge with no bonus), proficiency in all melee simple weapons
Wizard--lesser magic missile at will(Int vs. Reflex, 1d4+Int damage), Cantrips at will.

Equipment--50gp to spend on equipment

Level 0, xp -750

Race--You gain your full racial abilities at this time'

Ability Scores--You gain an additional 8 points to spend with point buy(its easier to just start over and spend 12 points)

Skills--You gain an additional trained skill from your class

Feats--Your feat is still your multiclass feat from your chosen class, though Humans get their bonus feat at this time.

Class Features--You can choose two at-will powers at this time(Humans choose three) which you can use as encounter powers. You may also choose an encounter power from your class which you can use once per day. Depending on class, you also gain:

HP add the following HP to your constitution score depending on role: Controller-6, Leader-7, Defender-9. Healing surges are as written in your class description.

Cleric--upgrade to Healing Word 1/Encounter, Healer's Lore, proficiency in leather and hide armor
Fighter--Combat Challenge, proficency in military weapons from two weapon groups, proficiency in hide, chain armors and light shields
Paladin--Divine Challenge at will, proficency in military weapons from two weapon groups, proficiency in hide, chain armors and light shields
Ranger--Hunter's Quarry that lasts the entire encounter 1/Encounter, Fighting Style, proficiency in military weapons from two weapon groups and proficiency in leather armor
Rogue--Sneak Attack +1d6, trained in Stealth, First Strike, proficiency in Leather armor
Warlock--Proficiency in Leather armor and simple weapons, Warlock's curse at-will, but deal no extra damage with it(you do get your boon)
Warlord--Upgrade to Inspiring Word 1/Encounter, proficiency in military weapons from one melee weapon group, and proficiency in leather, hide and light shields.
Wizard--Ritual Casting(though you haven't gotten your spellbook containing free rituals yet), proficiency in Dagger and Staff

When gaining 1st level at 0 exp, you gain HP as per normal for gaining a level in your class(4/5/6 depending on role), you gain trained skills and weapon/armor proficiencies you haven't learned yet to bring you up to where you should be for your class. You may now trade out your multiclass feat for a feat of your choice. You gain an additional 10 points to spend on abilities through point buy(giving you the full 20). You also gain your full suite of powers, and your class features are standard as per your class.
