Being a longtime DM with a long campaign under my belt that had lots of swashbucklin', intrigue and (go figure) some seafaring, I 've been thinking about implementing a feat that allows fighters to use their Cha-modifier in place of their Wis-mod for opportunity attacks. This would help to represent a more outgoing type of fighter, whose force of personality makes the enemy to make one mistake after the other, rather studying them closely.

New Heroic Feat: Charismatic Blademaster (working title)

While other fighters carefully study their foes, your combination of style, grace and wits - in addition to your quick blade - prompts yours foes to make a crucial mistake at the right time.
Prerequistes: Fighter, Combat Superiority, Halfling, Half-Elf, Cha 13+
Benefit: You can use your Charisma Modifier in place of your Wisdom Modifier when making opportunity attacks with an one-handed light or heavy blade.

My own thoughts on it:

In general:
I thought of this feat to allow for more races to work well as fighters, also tostop fighters from dumping Ch, BUT most of all: In games and campaigns like mine where social interactions and Cha-based skills are a constant feature, I think it 'd allow fighters to partake in social skill challenges more.

On Races: Halflings and Half-Elves seem like the 2 most likely candidates for such a fighting style, but I 'm wondering whether I should add Tieflings to the list. Concerning Dragonborn, I see them as being too intimidating/brutish to pull that off, also the synergies between Str & Cha 'd make an already strong fighter even better. Of course, there 's the Loogtooth Shifter who gets +2 on Str & Wis, and a few boosts when bloodied.
Why the racial limit, indeed? Half-Elven Stats boosts don't lend themselves to blade fighters, while halflings are small. Drow already make good blade fighters with their high dex.
Big Question: All in all, am I too arbitrary concerning races?

On Classes: Yep, it's a figher feat. To prevent multiclassing abuse (i.e. cha-strong classes getting a hefty bonus on OAs), I added at first the Weapon Talent (one-handed) or Tempest prerequisite, but changed that according to Rikiji's suggestions to Combat Superiority.

On game mechanics: Another idea 'd have been to make it + 1/2 of Cha Bonus 1/encounter, but recharging when an enemy misses you. That 'd have been too strong
Why a Feat? Feats are more easily implemented in the game than changing an entire class feature, also they help to represent the extra training/mindset needed for such a fighting style.

I would say drop the race requirement - it's a fighting style that would be fun to play with any race. Also, replace 'Fighter Weapon Talent or Tempest' in the Prerequisites with 'Combat Superiority'. Combat Superiority is the ability you're modifying (without which Wisdom does nothing for opportunity attacks) and it still serves nicely to prevent multiclass abuse.

I 'm not sure on the races, but you're right on Combat Superiority. My thinking was that to limit it to onehanded light and heavy blades, but this is already mentioned in the feat, isn't it?
