Has anyone considered/implemented a houserule to make things that could be powers (take an action rather than providing a staic benefit, for example) into actual powers in their own right? For example, the Fighter's Combat Challenge class feature could be written as:

Combat Challenge -- Fighter Class Feature
At-Will
Immediate Interrupt Melee 1
Trigger: an adjacent enemy marked by you shifts or makes an attack that doesn't include you as a target.
Effect: make a melee basic attack against the triggering creature.

Or as a second example, the Arcane Prodigy feat from the Players Handbook 2:

Arcane Prodigy -- Sorcerer Multiclass Feature(?)
Encounter
Free Action
Effect: you recieve a +2 bonus to damage on your next attack.
Special: this bonus increases to +3 at 11th level and +4 at 21st level.

What are your thoughts/stories?
