Competing Magic Items & Houseruling Magic Item Daily Power Use

Some of my players have been voicing complaint with the way magic item daily powers work. Since uses of daily magic items are so low, many magic item daily powers never get used at all. At heroic, you only can use one magic item daily power, with a second after a milestone. This means that unless the group has extremely long fighting days of 5+ encounters, in all likelihood only the player's favorite two daily item powers will ever see actual use.

I can't recall now where I read it, but when the designers discussed the magic item daily power system, they said the per day limit (rather than just the limit of one daily power use per item) was necessary because otherwise it would be possible at higher levels to buy multiple copies of a low level magic item and use their daily power over and over again.

I have thought of another way to remedy this situation. Perhaps the player could be limited to one magic item daily power per item slot. In most situations, this would result in the player being able to use each of it's daily magic item powers once per day. The only case where the per item slot limitation would come into play would be if a player traded off magic items mid adventure after having already used the daily power from another magic item that occupied the same slot. Thus, this houserule would allow a player to use all the daily power of the items that they wear without magic items competing with themselves, but still prevents the cheesy magic item abuse that the per-day limit to magic item powers seems to have been designed to prevent.

Potential Problems
1) More Daily Magic Item Use means more power--I recognize this increases the power level of the PC's slightly, but it seems to me magic item daily powers are intended to be used, so I doubt it will unbalance the system too badly.

2) Slotless Items--there probably needs to be a 1 slotless item daily power per day rule, to handle items like Ioun stones and magic instruments.

3) Artificers--some artificer abilities would have to be re-written, as they become abusive under this system.
