The cleric in my game requested me to worship a god of alcohool, so I created the gor Ethano for him, and i'm trying to create a "channel divinity feat" for him, and i'm wondering hot to make it balance.

Channel Divinity: Ethano's Ethanol (Basicly, the target becomes drunk)
Encounter*Divine
Minor or Standard action Ranged 10
Target: One creature
Attack: Wisdom Vs. Will or Fortitude
Effect: The target takes a -2 penalty to attack and damge rolls until the end of the encounter or save ends

Should it be a minor or a standard action?
Should it be against Will or Fortitude?
Should the penalty be -2
Should it last until the end of the encounter or should a save end it?

Alcohol is a poison, so it should be vs Fort.

Encounter powers do not last until the end of the encounter, but are save ends (at best, many are until end of next turn)

A -2 penalty is probably fine.

Personally, I'd make it a minor, and make it last until the end of the next turn... if you go this route at all.

But I don't think Channel Divinity feats are attack powers, usually. It might be better off to do something else entirely...

Well, intead of making it an attack power, i could make it a bonus to an other attack.
and make it last until the end of my next turn might be good idea.

How about this:

Channel Divinity: Ethano's Ethanol
Encounter * Divine
Free Action Close burst 20
Trigger: You successfully hit with an attack
Target: One creature that you hit with that attack
Effect: The target takes a -2 penalty to attack rolls until the end of the next turn.

And since its used with an other attack, making it a close burts allow him to use it with a melee attack without triggering an opportunity attack. And making it a free action instead or a minor allows him to use it with any attacks he hits regardless of the actions he used so far.

What do you think?

By close burst 20 do you mean 20 feet (4 squares) or 20 squares?  Because burst 20 squares would cover many battle fields.

4e does this weird thing where they make burst powers that specify that they only affect one creature in the burst. This is the equivalent of saying "ranged 20, but doesn't provoke an OA as a result of being ranged."

You might also allow this to be used as part of a skill challenge. I'm not sure off the top of my head whether any other CD feat powers can be used in skill challenges, but it seems to me that drunkenness might have certain non-combat effects too. E.g. "The target takes a -2 penalty to attack rolls until the next turn, and the next diplomacy, bluff, or insight check used against the target gets a +5 bonus."

If I was the god of getting drunk, I wouldn't want my advertising to be about the penalties...

Make the channel divinity give some defensive bonuses (reroll a save against charm effects, bonus to fort, Resist all for a round)  Something like that, something that's GOOD about being drunk. (besides everyone else getting more attractive. )
