I am wanting to create three epic level relics for my campaign. These relics will be found one at the end of the Hero tier, a second at the end of the Paragon tier, and the third during the Epic tier leading to a final grand battle.

Here is my question. How do I create these items so that that as they are found they will be useful but not fully useful until the epic culmination? I want the items to have magical powers that the pc's will use discover as they advance in experience (levels).

The first weapon is a dwarven built battleaxe, the second is a human made sword and shield (I would like them to work in conjunction with each other), and the third is an elven bow.

Any advice?

well dont know if i under stand it all compleatly but i belive you can say the
human made sword and shield are a Set, meaning they both are magic, but gain extra bonuses if you have them both on you.

and if you want to make sure that the relics dossend work at full power until the epic ending you can add into the story that some kind of "priest/monk" or the quest giver, only can activate there full power when he have them all,

hope it can help at some point ,
and sorry about my spelling ^^

An easy way may be the artifact rules in the DMG. Just pick abilities or changes to abilities appropriate to each level then match that to the artifact's attitude towards the player with the item.
Since the attitude automatically increases with level, the abilities should show up exactly when you like. Even better, you can have other ways to increase decrease it, which lets the players affect when the abilities are gained and include quests that let you activate extra powers.
