If most powers for level X deal 2[W] damage you should probably avoid having a 4[W] power at that level. If the power has a debuff you could drop the damage. That sort of thing. I would reccomend posting few powers and have folks take a look at them, help you balance. |

No riders, no attack bonuses, nothing but [Ability] vs AC (maybe Fort if it's an Implement power). By contrast, the powers of a given level that deal the least damage, either a) spread that damage out to a point that it's actually a bit more damage; or b) have a lot of extra effects piled on (like class feature bonuses, attack bonuses for the power, plus applying a powerful condition, or ongoing damage). Effects and conditions granted by At-will and Encounter powers are almost always until the end of the power user's next turn. At-will and Encounter powers are also rarely Reliable (not expended on a miss), and only occasionally have a "Miss:" effect. Save Ends effects for conditions like Dazed, Immobilized, ongoing damage, and the like are almost exclusively in the realm of Daily powers. Also, the most significant conditions in the game, Stunned, Unconscious, etc, rarely show up in low-level powers. Stunned especially does not show up, I don't even think in Heroic as a Save Ends effect. The best advice is to take a power that already exists and modify it to suit the needs of the class you're giving it to. This can work whether you're building a new class, or giving a new build to an existing class. Want to create a build for a Two-handed weapon Ranger? Check out the Barbarian. Want to make a new Divine Leader class? Check out some of the Psion's augmented at-will powers, or look at the Shaman and modify some of it's powers to work without a Spirit Companion. It's generally easier to try not to reinvent the wheel. |
