Mongrelfolk
+2 Con, +2 Cha
+2 to any two skills.

First Ability, Mongrel: You count as an Elf, Half-Elf, Tiefling, Eladrin, Human, Halfling, Gnome, Orc, Dwarf, or Goblin when it comes to determining effects where races matter. You also count as one of the above races when it comes to meeting prerequisites for Feats, Paragon Paths, and powers.

Second Ability, Multiclasser: You can choose multiclass feats from two classes rather than just one.

Third Ability, Training: You gain 1 extra feat whose prerequisite is a race you count as.

Fourth ability, Jack of All Trades: You gain a +1 bonus to all skills that you are untrained in.

More to come in a bit.

Ok Deva and Goliath will appear in the PHB2 so I won't even comment on those. As for mongrelmen (sorry 2e player) I like the idea though the +2 to charisma makes little sense, instead why not use the human +2 to any one stat, makes more sense for this race. As for the wording of their first ability, try this:

Mongrel: When the character is created Choose Elf, Half-Elf, Tiefling, Eladrin, Human, Halfling, Gnome, Orc, Half-Orc, Dwarf, or Goblin, for purposes of determing race (including feats and paragon paths) you count as a member of the chosen race. Furthermore if you choose Elf, Half-Elf, Eladrin, or Gnome you gain the fey origin racial feature.

I need help with the format for creating a custom race. What would be needed in the description? Like, how do you go about creating someting like that?

The SRD has a decent racial template, but really the best way to do it is to look at the PHB and use that as a general guideline and go by that format as best you can manage. It works well enough for most people it seems. Alot of houseruling so far in 4e is looking at the examples and guestimating (god I hate that word) something close.
