Custom Creature Rule - Minimum Level

There are a lot of critters that would be fun to play as, but simply don't play nice with other, more mundane creatures. For example, fliers and creatures that can become insubstantial, particularly if they can do so at will. Obviously, the Level Adjustment system of before didn't work too well, but I think I may have a solution:

Minimum Level - A race with this feature never starts below the minimum level stated. For example<>, a Young White Dragon character would start as a level 3 character, with all the class abilities that that level would entail.

Replacement abilities - many races that have a Minimum Level have abilities that can replace those of their class - for example, the Young White Dragon character from before can replace one of her Encounter abilities with the Frightful Presence ability (as noted in the MM under the Young White Dragon). As with At-Will powers, these would improve over time, alway making them valid choices for the character to pick (and use).

I think that this would allow for many races that simply wouldn't work at lvl 1, but would still be fun characters to play, without falling into the traps that the previous Level Adjustment system fell into. However, what level would each of the core abilities be available at?

sounds cool

Why dont you write up one so that people can critique it. That might get you some more insights and critiques.
Might as well start with the white dragon

Well, since I don't really have the baselines for getting all this perfect, I'm going to make it up off the top of my head and see how it plays out (note: this includes a touch more than just the Minimum Level rules, but that's the focus):

Ravenwing
Height: 5'7"-6'3"
Weight: 145-170 lbs

Ability Scores: +2 Dex, +2 Int
Size: Medium
Speed: 5 squares, Fly (Clumsy) 6 Ceiling 4
Vision: Low-Light

Languages: Common
Skill Bonuses: +2 Acrobatics, +2 Arcana
Minimum Level: 3 - A character of this race cannot begin at lower than level 3. They begin as a level 3 character with all abilities of a character of that level.

Dive Bomb - A Ravenwing character can replace one of their Encounter abilities with the Divebomb ability listed below. This ability improves at Paragon and Epic tier as listed in the description.

Group Research - A Ravenwing character adds 1 to all Arcana checks made by allies within 10 squares and line of sight.

Natural Ritualist - A Ravenwing character with the Ritual Casting feat may choose to either reduce the casting time or the cost of a Ritual by 10%.

Strong Talons - Ravenwings gain a +2 bonus to the Strength roll to move a Grabbed creature, and can move their full Fly speed while doing so.

Dive Bomb
Level 3 Ravenwing Melee Attack
Encounter
Standard Action One creature you have grabbed and lifted into the air
You drop toward the ground, slamming against the creature you're carrying as you make impact.
Attack: Strength VS Reflex
Hit: 2d4+Str damage and target is knocked prone. You no longer have the target grabbed.
Effect: The target takes falling damage equal to the height this maneuver was performed at.
Special: At Paragon level, the damage dealt by the attack increases to 2d6, and at Epic the damage increases to 2d8.

Again, a note to everyone: this is made up off the top of my head, with no real attempt to balance the race itself. This is just an example of how Minimum Level might work.
