I have been thinking about changing them as follows. No more encounter or daily attack powers, utility are unchanged. Encounter powers are now Red powers. red powers are exactly the same as the current encoutner pwoers. Daily powers are now black powers. You are allowed one black power per encounter per tier, you may not use the same balck pwer more than once in an encounter. You still have the same number of balck powers as you currently have dailies, and you can use any of them, but you only get one per encounter

The house rule I was thinking was once per day when you use a black power, it does not expand the use for the encounter, or when you use an action point regain the use of an epended black power.
