Daily powers as Encounter Full Move

Instead of making daily powers so painful to decide to use, I am thinking of making them encounter powers that require a full move, no other move, minor, or standard action can be taken.

Or alternatively, a healing surge cost usage beyond the first daily use.  Perhaps they have to be spent this way during rest.

4e has no full round actions, so the first idea definitely goes against 4e design principles.

The second idea may shorten the feasible adventuring day to the point where the might as well be daily powers because you won't be able to get in as many fights before your surges run out.

The easiest solution, if you do want to make Dailies into Encounters, would just be to account for them in your encounter planning and up the difficulty a bit.

I like that last point.

There are still full round actions, they just dont use that wording.

Being dazed for example makes any action a full round action.  They just dont use the terminology.  but this is house rules.

What about dailies that are minor/immediate/free actions?

No, dazed limits the number of actions you can take.  It does not, in any way, change the amount of time an action takes to perform.

Nor does my method.  It limits you to 1 action; the daily.

I was considering either keeping those dailies or like I said charging a healing surge for them.

You say you want to do an alternate method for dailies so that way they aren't so "painful to decide to use" but what your suggesting is worse.  Instead of just say using a standard action to perform the daily power it instead because a full round.  Sorry, just sounds ridiculous.

And yeah healing surge cost screws with other abilities and items that use healing surges for healings and whatnot and waste a party's ability to recover between battles.

But I guess the real question is why its "so painful to decide to use" dailies?  I mean you have four encounters, it sure doesn't sound like those are hard to use.  Just because it takes a quick breather to get encounters back vs a 6 hour rest big whoop they're daily powers that's the point they're meant to be strong and tax you more performing so you can't do them as often.

You keep coming back to charging healing surges, and like everyone else I'm going to tell you that's a bad idea.  One of the majore gripes with the healing surge system is the way it creates a four to five encounter workday.  PCs run out of surges, then they rest.  If you start charging healing surges for powers your adventures will quickly become "fight, fight, rest."   Wash, rinse, repeat.  Your PCs won't just be resting in the middle of the dungeon, they'll be resting every other room.

I went with a system in which action point usage allows you to use your daily powers again.
