I've noticed players not even using Dailies when they should. (The encounter goes south.. they are near TPK and STILL hesitate to even THINK about using a Daily) While this can be addressed with advice about when a Player/Character should blow their load, I feel this rule can help address the problem.

Yes it's any daily. Including Utility Dailies.

they aren't daily powers if you can recharge them now are they? However, I would like to see some of the utility dailies changed into recharge powers

Is there something the DM is doing that is causing them to think they need to hold on to the daily powers? Are they expecting the DM to hammer them with a big baddie when they are out of powers? Has the DM done it to them before (perhaps one too many times)?

I get the impression that something has molded their behavior so that they are paranoid enough to hold onto the powers even in the face of a near TPK.

I would honestly look at what is going on in the game that is creating this psychology before adding new rules. If there is no reason for it, then let the party TPK once to learn the lesson.

I would rather not TPK them over them not using their dailies... other factors maybe. But never that one.

There really isn't one other than "you only get one or two per extended rest" which I can understand why they would feel that way. Heck even I hold back on using my Dailies unless I'm going to die, or an ally is going to. Because they are just so stupid rare.

I also think part of it is that Dailies (at least earlyones) are not -that- much better than per encounter abilities for the rarity in which they get used.

I would rather make this a house rule than to buff every single daily in the game.

I've noticed this trend with multiple Dms in multiple campaigns, and on this forum as well.

Karldark yeah they aren't really dailies anymore.. but I didn't want to create a new category of powers either. (picking the name would be stupid... especially since they fill up the same slot and function the same, just frequency is different)
