Daze on an at-will, what about solos?

I'm making a classless system, and as part of it I am making all new powers for better balance and character diversity. Among my 35 at-wills I have the following power:

Shield Bash
Str vs Fort
Con modifier damage and the target is dazed until the beginning of your next turn.

The problem is vs solos. If you can lock down a solo with an at-will daze, well that's obviously pretty powerful. Is there an elegant fix?

It depends on what you want from the Dazed, Daze grants a variety of specific ailemnts
1. Granting combat Advantage
2. Can only Take 1 action, free actions, and no immediates
3. Can't Flank

If its really 1 you are looking for simply state 'target grants combat advantage until the beginning of your next turn' still somewhat powerful for an at will but not as powerful.

If its 2, I would suggest Immobilized, it grants 2 actions (3 if they can teleport).

If its 3, again simply state they can't flank.
