So you are okay with being defensive at the expense of... defense? What's so hard about getting out of melee before using the power? Or of course, just going for it since you have reasonable defenses and HP is also an option. If you really want to instate a house rule to allow avoidance of the opportunity attack from this particular situation, why not a penalty of -3 to -5 on the attack roll(s) made for the power? sacrificing offense for defense = sound logic, sacrificing defense for defense = self defeat.

Yes, thinking about it more it doesn't make sense. A penalty to attacks rolls was my original idea but some of the utility powers don't require them.
