Dragonwrought Kobolds

So I'm trying to recreate Dragonwrought Kobolds more or less from the 3.5e Races of the Dragon book. If you don't know, it basically laid out that Kobolds are more or less dragons, or at least the odd decendants of. Dragonwrought Kobolds were truely exceptional beings, Kobolds that hatch and are almost half-dragon, and all but worshipped by the remainder of their tribe.

The problem I'm running into, is that in 4e, the "almost a dragon" slot kind of went to Dragonborn. I'm trying to figure out if I want to adapt the Dragonborn racial paragon path for kobolds, or if I want to make "Dragonwrought Kobold" a new type of race, or if I want to allow a feat tree to make a Kobold become more dragonborn-like?

As a race, Dragonwrought Kobolds would keep the same ability score mods (possibly swap to +2 Con, +2 Cha; or +2 Dex, +2 Cha?), skill bonuses (or +2 Thievery, +2 History?), and drop the racial shifty ability in exchange for a clone of the Dragon Breath power; additionally, they would qualify for Dragonborn racial feats, equipment, and paragon paths.

As a paragon path, Dragonwrought Kobolds would be a re-work of the Dragonborn racial paragon path.
11th Level: Clever Shifting. When using your Shifty racial power, you can shift over difficult terrain as if it were regular terrain.
11th Level: Draconic Advantage: When you use an action point, you also gain energy resistance related to your draconic heiritage equal to 3+your Con/Cha modifier.
16th Level: same as Scion of Arkhosia
11th Level Encounter ability, 12th level Utility, and 20th Level Daily: Same as Scion of Arkhosia

As a feat, I'm not sure if I want to give Dragonwrought Kobolds the Dragonborn racial ability in addition to their shifty racial ability; replacing a class encounter ability seems to stiff, and dumbing down the ability seems like it wouldn't be worthwhile. A seperate feat, or the same feat, would allow them to qualify as Dragonborn for any Dragonborn racial feats, equipment, or paragon paths.

To clarify, I only want one of the above solutions, but I do want to make Kobolds are more even choice for the multiple players I have interested in the idea of a Dragonwrought kobold.

How about taking the Kobold and giving it the Dragonborn ability modifiers, trade the Thievery bonus for a History Bonus and making a DW Kobold Dragon Sorc...  That would be awfully Dragony and it wouldn't be the same as the Dragonborn Dragon Sorc.

Seriously Shifty is just about the most useful racial ability ever conceived.  As such it shouldn't be replaced or added onto.

If a Dragonwraught is so exceptional, are you sure it should be a race, and not a Template applied to a common Kobold?

If you really want them as a player option they can't really be exceptional (unless you start at high level) because a lvl 1 Dragonwraught would be roughly as powerful as a regular lvl 1 Kobold; which takes away from their being special.

Dragonwrought are special and rare, but they weren't ultra-powered. Their biggest feature was that they had potential for power, not that they were in themselves more powerful.

Dragonwrought was a feat that gave you, in essense, a +2 to a skill linked with the type of dragon you chose to be based on. It was not a powerful feat. However, it DID allow you to, at later levels, take a feat that gave you wings that could glide, and then later on take more feats that improved your wings and flight.

As far as I know, it never actually gave you dragon breathe, so I think a better solution would be to turn shifty into some type of very limited flight ability, like that ability that the githyanki have. Just make it that they can only ues it on themselves, and make it let them fly up to 6 squares. This seems to keep more in line with how the Dragonwrought worked.

Additional feats could be made that imrpove your ability to fly. Additional abilities of the Dragonwrought may be a resistance to a damage type dependant on dragon heritage. I can actually see them being a pretty interesting race. I may try stating them later.

I'd posted Winged Kobolds in Races. I'd based them off of Dragonwrought Kobolds. They didn't have the same details a regular kobolds, but I figure you could buy some of the changes back (such as Shifty) with a feat (or two).  Check it out!
