Something along those lines then for epic Fly at will |

Aside from using it for reasons of travel, saying "Once every five minutes you can fly for five minutes" is really close to at-will flight. Remember, you have to take a short rest to regain encounter powers, so flight for 5 minutes would be fly 5 minutes, rest 5 minutes, fly 5 minutes, rest 5 minutes, etc. |

Unless the group is chasing an enemy that escaped from an encounter, the character would effectively have flight in all tactical situations. Even then, a chain of encounters probably wouldn't last for five minutes in rounds, unless it's a very long chain. |

Even then, a chain of encounters probably wouldn't last for five minutes in rounds, unless it's a very long chain. It only takes a single interruption to stop a short rest. If you have an encounter, rest 4 minutes, 54 seconds, and then have another encounter, you don't get your encounter powers back. It's to the end of the encounter or 5 minutes, so if you have a 6-round encounter and then can't get a 5-minute block of time to rest for the next 2 encounters, you don't have it for those two encounters. |
