Off and on, I've been toying with the possibility of powers that allow multiple characters to act simultaneously, performing powerful attacks that use both PCs' turns, akin to Chrono Trigger's system of Dual Techniques and Delta Techniques.

What I haven't been able to figure out, is how to grant access to these powers, and I'd like a bit of inspirational help. I'd like to prevent greatly upsetting the balance of the system, to the point that I'm willing to abandon the idea if it can't be properly balanced.

Here's a quick idea:

Step 1 - choose an encounter or daily power from the characters involved that look like they could combine to do something more powerful.

Step 2 - create a new power that draws on elements of the two combined powers.

Step 3 - create a feat that both characters must take in order to access this power.

Step 4 - Have Character A say, "I ready my attack to do _____ when Character B does _____ so that we can do ___________." Then when that readied action triggers, they instead use the combined power, expending the two powers it's comprised of.

???
Profit.

An example off the top of my head:
Spinning Sweep (Fighter 1) + Icy Terrain (Wizard 1) = Ice Prison.

Ice Prison
A forceful blow augmented by icy magic transforms your target into a slick floor of ice.
Encounter * Martial, Weapon
Standard Action - Melee weapon
Target: One creature
Attack: Str vs. AC
Hit: 1[W] + Str modifier, and the target is knocked prone. The Wizard makes a secondary attack with the keywords Arcane, Implement, and Cold.
-Secondary Target: The same target
-Secondary Attack: Int vs. Ref
-Hit: 2d6 + Int modifier, and the target is immobilized and cannot stand up from prone until the end of the Wizard's next turn.
Effect: The square targeted and all adjacent squares are difficult terrain until the end of the Wizard's next turn. He can end this effect as a minor action.

Naturally the formatting is a little wonky, so you'd have to work with it a bit. Also you could change the requirements around if you felt inclined, such as to requiring only one person take the feat, requiring no feats, etc... In short, there's a whole lotta ways you could do this.
