Duplicate powers unbalancing?

Greetings, would something like the following be unbalanced?

Instead of having 2 encounter powers and being able to use each once, what if instead you could choose to use 1 power twice? You would still have the same number of enounter/daily/utility powers available per encounter, but would be able to double up on some powers if they were better for the current situation.

What do you think?

Hmm, probably. I get the impression from most of the powers that using them once is part of their balance factor.

Now I'm sure you could make the case for several powers to not be a balance problem for duplication but, you'd have to go on a case by case if you were going to do that. I'd just skip it and go with the rules as is.

Our group made a house rule that addresses this issue a bit, it also gives something back to the wizard, who SHOULD be far more versatile in this edition. We created a feat ...

Attuned Focus
Prerequisite: Int:13
Special: Wizards get this feat as a class feature.

Any encounter & daily power the character has access to
may be used freely any number of times. The character
must still adhere to encounter & daily limitations.

Our wording may be a bit off in the description. We even went a bit further ...

Attuned Expertise
Prerequisite: Attuned Focus, Int:15

All encounter & daily powers the character has access to, gain an
additional +1 to hit & +1 to damage to any combat roll.

The first one seems fair enough (abeit powerful), but the second is simply way to good. It is generally better than all other feats and applies all the time to all attack rolls... Look at Combat reflexes, which grant +1 hit on opportunity attacks... This feat grants +1 hit all the time, and +1 damage.

There are number of levels with Wizards and Warlocks where you choose between daily powers that are very useful, if you do not in fact keep this in place, you wreck the balance of powers to a small degree, how big of an impact this is, is up in the air.

It's not much, but the Dragon Article, Class Act: Wizards (here: http://www.wizards.com/default.asp?x=dnd/drfe/20080616 ) gives some of the utility back to wizards by giving them more options.

And remember, it's Dragon, so it's official, and [probably] won't imbalance your game.

You may be right on your opinion of the 2nd feat, (seems a bit tough) but it only applies to encounter and daily powers (not at will powers).

Unless you are a wizard, you really have to invest 2 feats to get a +1 to hit / +1 damage with those powers, and have a 15 intel. Not sure about your game groups but in ours, it is pretty rare when a character has more than 2-3abilities above 15.

Thanks for the input though!

Warlords and Warlocks both benefit from 14 INT which by paragon levels is 15.
