In my campaign, those proficient with firearms may craft their own bullets as long as the character:
  1. has proficiency with any military firearm weapon, and

  2. has an ammunition kit, and

  3. possesses gunpowder*

*those with the Alchemist feat are treated as being able to make their own gunpowder for the purposes of this condition

I would like to introduce a wonderous item, or gloves maybe, that bestow some way to make ammunition without condition 3 being met (they have no powder and aren't an Alchemist). Here goes:

Powdercraft Ball
A small black leather ball with small silver-rimmed holes and no seams; when shaken three times, gunpowder begins pouring from one of the holes.
Level 5 / 1,000 gp.
Power (Daily * Conjuration): Standard. Upon giving this item three shakes, it will produce 20 shots worth of gunpowder (enough to fill up a single powder horn).

-unsure how to word its power and what level to place it at. I am thinking it will should be a daily use item, but that makes it hard to compare to the Endless Quiver. I want something that can enable a would-be bullet crafter that is a non-alchemist in my steam punk setting to produce bullets with a kit and proficiency alone; thus getting rid of the need for a bunch of powder horns in his/her backpack.

just a friendly bump.
perhaps making an endless bullet pouch with bullets that disappear in a round would be easier...but I want to present a lower level item that the self sufficient gunfighter can use.

adjustments or suggestions please?
