Generic power (power creation method)

The idea is to create a easy to use and balenced chart that can be used to create powers of each level similar to the monster builder tool.
So that it gives us a guid for damage and effect for powers of each lvl.

  • Guid for each power type by lvl

  • damage chart for powers of each lvl

  • a point buy system or other system for aditional effects

I know what I want but not exactly sure how to go about doing it

Keep in mind, you will need to make at least 4 set of guides if you attempt to do what you speak of. That is, one for each role. And possibly two for some roles (weapon striker; divine striker; etc).

I liken the idea you have (which I am sure has passed through many a homebrewer's mind before; much like myself) to iterating powers into a set of instructions one could follow to create a power at any level. This is like writing an algorithm for powers, which so far, I have seen to be pretty much an impossibility without the insertion of reason and consideration for a variety of circumstances (is this a power for a ranged class or close class? is this power for a controller with striker tendencies? is this is a class which will have alot of uses for this? does this power's movement even help the character who would be using this power? etc)

Rather than trying to write a catch-all method for power design (would be nice), do something similar to the DMG, the Toolbox section specifically where the monsters' powers are outlined with damage ranges and limited expressions etc. This I suggest, so you save yourself the trouble of it all; just admit "defeat"
by using powers from classes with the same role as what you are homebrewing, and modifying to fit what you want for your homebrew powers.

yea I hate to admit defeat but still not sure where to even get a good start on the prodject so think I will have to give it up and perhaps a more motivated mathmaticaly focused person can come up with one someday
