This is my first shot at trying to design some 4e feats.  With the Dhakaani being such an interesting part of Eberron I would like to allow them in my games.  So I have started trying to work up some racial/Dhakaan inspired feats.  I will post them here as I get them done and would appreciate some feedback on them.

Bugbear Racial Feats:

Brutal Predator
Tier: Heroic
Prerequisites: Bugbear
Damage dice for your Predatory Eye is increased from d6s to d8s.

Cunning Predator
Tier: Heroic
Prerequisites: Bugbear
Target struck by your Predatory Eye grants combat advantage to your allies until the start of your next turn.

Guul'dar Fury
Tier: Heroic
Prerequisites: Bugbear
When  using an oversized weapon any attack that pushes a target has that  effect increased by 1 square.  When you knock a target prone, you may  also push them one square.

Hobgoblin Racial Feats:

Formation Fighting
Tier: Heroic
Prerequisites: Hobgoblin
While adjacent to at least one ally you gain a +2 to AC

Ghaal'dar Determination
Tier: Heroic
Prerequisites: Hobgoblin
When using Hobgoblin Resilience you may roll twice and use the better of the two rolls

Goblin Racial Feats:

Swift Reaction
Tier: Heroic
Prerequisites: Goblin
When using Goblin Tactics you may shift a number of spaces equal to your Dex modifier.

Dhakaani Feats:

Dhakaani Warrior
Tier: Heroic
Prerequisites: Hobgoblin or Bugbear, Darguun Background
+2 to damage and proficiency with flails and the spiked chain

Shaarat'khesh Training (Multiclass Monk)
Tier: Heroic
Prerequisites: Goblin, Dex 13, Member of the Shaarat'khesh Clan
You gain the Unarmed Combatant class feature and you can wield monk implements.

Tangling Chain
Tier: Heroic
Prerequisites: Goblin, Hobgoblin or Bugbear, Proficient with Spiked Chain
While  using a Spiked Chain and adjacent to a target you impose a -2 penalty  on them to saves vs Immobilize, and Restrained Status.

I actually have full write-ups for Eberron goblinoids.  In particular, most people frown on the MM Bugbear stats (oversized weapons in particular).

Uh... linky (this is a link).  We have some similar feats.

Hmmm... after looking that over I sorta wish I had found it first.  Still, I would like to get some opinions on at least the Shaarat'khesh Training feat.  I dunno if it is too powerful or not.  I was seeing it as a way to make the Shaarat'khesh into Assassin/Monks using unarmed attacks based of the description of them in the Dragonshard article.

Oh, I think the feat is fine.  I think it would be a good general feat, even (no goblin requirement) - I was quite surprised that nothing like it showed up in Psionic Power.

The only things that might be able to abuse it are tempest fighters (who will get a nice damage boost), and brawler fighters (again, a nice damage boost).  Still, even with those two, I don't personally feel it's outside the realm of "acceptable."

Wouldn't be that much of a boost for tempest fighters unless they take Improved Unarmed and in that case they are spending another feat to get it.  I have not really looked at the brawler style.  At least with it restricted to a fighting style of the goblins they are not the best race for either of those builds.

I guess out of those the other one I wonder about is Swift Reaction, does it seem too much?  A first level goblin could technically shift 5 squares but they have no control over when that opportunity will come in.

Here, let me go through all of them real quick.
Brutal Protector: Sounds fine.
Cunning Predator: Sounds fine.
Guul'dar Fury: Like I said, I'd move away from oversized weapons.
Formation Fighting: I think it'd be fine.  It's a strong boost, but I don't think it's too out of step with other feats.
Ghaal'dar Determination: I like it.  I like it a lot.
Swift Reaction: I think this feat is too much if you're keeping goblin tactics as an at-will power.  That's like a possible extra move action each turn.
Dhakaani Warrior: Good feat, but I'd move it to the "newer" scaling bonus (+2; +3 at 11th level; +4 at 21st level).
Shaarat'khesh Training: Like I said, I'd only watch out for Brawler and Tempest fighters.  Really though, I think it'll just be a 1 (or 2) die bump to weapon damage dice for those characters.  Tempest Fighters usually get restricted to something like the Shortsword or Katar - a 1d6 damage off-hand weapon.  The Monk's combat strike will bring it up to 1d8, and maybe 1d10 with Imp.Monk Unarmed Strike.  That's... a decent jump.  And it'll still stack with the Tempest's bonus damage (because it's an off-hand weapon).
Tangling Chain: Great feat.  Another one that could probably be a general feat (is it?  I'm surprised they haven't made a feat that does that, officially).

Regarding Shaarat'khesh Training, perhaps just make it a watered-down version?  +3/1d6, or +2/1d8, something to that effect, and say you're treated as having that class feature?  That way it won't be too abusive with Tempest Fighters (since +3/1d6 is basically a short sword).

I could make it a watered down version but if they are counted as having the class feature they can still take Improved Unarmed to get d10 unarmed melee damage.  I am not sure its worth complicating it.  Could lower the accuracy I suppose but it is the damage that is the real potential complaint.

Formation Fighting I essentially took an ability from a low level Hobgoblin Monster entry and made it a PC feat.

Think Swift Reaction would be fine with increasing the movement for Goblin Tactics from 1 to 2 squares?

I was restricting Tangling Chain to make it a distinctive Dhakaani fighting technique but to be honest there isn't any reason why others could not learn it.

No problem with keeping it Dhakaani-only for your purposes though.  It's totally fine that way.

Brutal Predator is a horrible feat. It's effectively giving you +1 damage once per encounter.

Feats that give similar die-size increases are either doing so for a significant AoE (and still tend to be weak despite that) or to damage dice that will be used repeatedly throughout the encounter (such as the striker bonus dice).

I had thought about making it grant an extra use of Predatory Eye but I dunno if that is too powerful for a Heroic Tier feat
