The purposes of considering the following power scheme are:

1. First and foremost, it should be simple, quick and not disturb the balance of the game.

2. It should promote diversity in power choices.

3. The main benifit should be to relieve some of the reservations against the current at-will/encounter/daily system, while maintaining it's benefits.

Plan: Introduce an endurance statistic as follows:

Each encounter/daily power (not including utilities or racial/class powers), costs endurance points. It is uniform among all powers of all races at a specific level/type(encounter/daily).

Example breakdown: (this is not setin stone)

Level
1 enc:3, daily:6

3 ench:4

5 daily: 7

7 ench: 5

Your starting endurance each day is the cost of all your enc/daily powers so, 25 at level 7 for instance. After each encounter you recieve the cost of your encounter powers back; so 7 at level 3, 12 at level 7.

That's it.

This makes it easier to choose less powerful powers that are more situational, hopefully benifiting #2.

My group has been using a similar system for a while now. What you call "endurance", we call Action Point (replacing standard Action Points). It is working out pretty well.

Character begin with their base action points (equal to their level) after an extended rest, and gain action points by doing Basic or At-Will attacks, and spend action points to use Encounter or Daily Powers.

Base Action Points = Character’s Level
Action Surge = ½ Character’s Level

Gain 1 AP for:
• Using a Basic Attack
• Hitting with an At-Will Power

Gain an Action Surge for:
• Getting a Critical Hit with a Basic Attack or At-will Power.
• Intentionally performing a maneuver which grants an opponent opportunity attack.
• Using “Second Wind”
• At the successful conclusion of an encounter.

Unused action points accumulate over the course of a day of adventuring, but reset to you Base Action Point Value when you take an extended rest.

To use Encounter or daily powers, you spend action points.
Each time you use an encounter its cost goes up by one.
Encounter powers resetting to their base cost after a short rest.
Each time you use a daily power, its cost goes up by 2.
Daily powers reset to their base cost after an extended rest.

Base AP Costs for Powers:

Level Base Cost
1-4 2
5-8 3
9-12 4
13-16 5
17-20 6
21-24 7
25-28 8
29-30 9

In this system, Warlord Powers that "heal" now grant Action Points or Surges instead of hit point or healing surges.
