Our DM is letting us design our own race for a new campaign. He's letting us begin with powerful races that, if we want, can be tailor-made for our builds. Usually he runs high-powered campaigns that throw bonus feats, bonus stats, etc at us every few levels. This time, he's just going to give us a better "starting point".

My "race" isn't really going to be a race. Or maybe it will be. Here's the concept: I want something that's specifically tied to shadow magic, or even better, the Shadowfell itself. They will be experts at subterfuge and deception. Here's something along the lines of my concept:

+2 DEX, +2 CHA
Skill bonuses: +2 Stealth, +2 Bluff

Gnomes' racial power: the encounter reaction that lets you turn invisible when you get hit by an attack. This will be ported as-is.

Maybe some kind of teleport. It will have range 5, but will be limited to teleporting adjacent to an enemy, since the flavor would be I teleport into the shadow he casts.

Maybe the ability to feint as a move action, and to be able to do it a number of times equal to your CHA mod. Perhaps tie it into the teleport.

I'm trying to decide whether or not this would be a "true" race of humanoids native to the Shadowfell, or to make it more of a "backstory" race for a character who was more or less raised in the Shadowfell.

Possible names so far:

Shadowkin
Shadetouched
Felltouched
Umbralite

Any suggestions for possible abilities or names would be welcome.

If you like to make an overpowered player race based on
"I want something that's specifically tied to shadow magic, or even better, the Shadowfell itself." ..play a Shadowsworn.

For a more down to earth approach, there is a race of humanoids native to the shadowfell. I think they are pretty much what you do have in mind.
They aren't stated out as PC race, only as monsters. But it should be pretty straight forward to give them player stats.
They look a bit like goths and their godess was the raven queen. I do not remember their name, it was something like "Shakarin".

You're thinking of the shadar-kai. There are PC stats for them in the back of the MM. They are basically the shadowfell equivalent of eladrin, and would suit the OPs needs fairly well - except they're reasonably well balanced with the PH races, so I wouldn't consider them overpowered.

Take a shadar-kai and just slather more onto it.

They should meet your needs.

I once created a race for 3.5 that seems to be what you're looking for. I'll try my best to convert it.

Shadowborn Racial Traits

Ability Adjustments: Dexterity +2, Charisma +2
Size: Medium
Speed: 6 squares
Vision: Darkvision

Languages: Common.
Skills: +2 Stealth.
Shadowy Disposition: While in darkness, you can attempt to hide as though you had concealment, with a +5 racial bonus to the Stealth check.
Shadow Stride: While in darkness (or shadows), you don't take the -2 penalty to Stealth checks for moving more than 2 squares.
Shadow Step: You gain the Shadow Step at-will power.
Shadow Reap: You gain the Shadow Reap Encounter power.

Shadow Step
Using your Supernatural affinity with darkness, you move instantaneously to a nearby shadow
At-Will
Minor Action Personal
Effect: You teleport a distance equal to your speed. You must end this movement in the shadow of an object or person.
Special: If you end your movement in the shadow of an enemy, they grant you combat advantage until the end of your next turn.

Shadow Reap
Using your Supernatural affinity with darkness, you move instantaneously into the shadow of an enemy, attack them, then move again into a nearby shadow, removing yourself from harms way
Encounter
Standard Action Melee Weapon
Target: One or more targets, the first must be within your move
---------distance.
Special: You may use the Shadow Step racial power to move into the
----------first target's shadow.
Attack: Dexterity+4 vs. AC.
Hit: 1[W] + Dex Mod, choose a second target and Shadow Step to it
------(must be within move distance).
Miss: No damage. You may Shadow step to another shadow within
------your move speed.

Second Target
----Attack: Dexterity+2 vs. AC.
----Hit: 1[W]+ Dex Mod, choose a Third Target within your move
----------distance and Shadow Step to it.
----Miss: No Damage. Shadow step to another shadow within move
-----------distance.

----Third Target
--------Attack: Dexterity vs. AC.
--------Hit: 1[W] + Dex Mod.
--Increase all damage to 2[W] + Dex Mod at 11th level, and to 3[W] + Dex
--Mod at 21st level.

Sufficiently overpowered for you? I took away the Gnome's Fade Away at-will power, but Shadowy Disposition combined with Shadow Step will let you dart around the battlefield and vanish anyways. As my unofficial ruling, you can hide in the shadow of another creature, but once they move you're immediately revealed.
