Hmmm...

They seem OK.

One thing: The encounter power will likely be retrained before long. That isn't a big problem, but there is the possivilty of instead mking an at-will power available as it would be considerably less likely to be retrained.

Or a utility power.

Great work.

I also agree that the encounter power should scale. I like the idea of hobgoblin racial that carries through the levels. Maybe 2[W] at 11th and 3[W] at 21st? - Keep up the good work -

I also like the idea of the racial power increasing with the level and I originally wanted to make it an at-will power (as it is in the MM) but I was afraid I would make it too powerful. As an at-will power I would have the damage increase to 2[W] at 21st level.

A feat which replaces a Class at-will for a Racial at-will wouldn't hurt.

Note that it needs to lose the +2 as it's a weapon power, and so recieves enhancement from your weapon. Doing that would make it fairly on-par with other at-wills.

Well it can't be exactly on par with the other at-wills since you are spending a feat to aquire the ability. I would think it would be slightly better than the other at-wills.
