I'm playing an avenger that's going to pick up the Student of Caiphon path and so wants to wield a radiant weapon. The Sunblade from AV is a common choice. I would love, however, to have a weapon that also counts as a divine implement, and there are precious few of those.

I proposed to my DM exchanging the Sunblade's daily power for the ability to use it as an implement. Does this seem like a fair exchange? If not, how would you recommend altering the Sunblade in either capability or level so that it could be used as an implement weapon?

What is the base level of the sunblade, if you can raise it by Oh I'd say 2 without throwing off the minimum bonus and adjust the costs accordingly, saying a character can use it as an implement would probably be balanced. I'd have to look into it deeper though I don't know that weapon off hand. However I will say that holy sunblade does sound cool.

The Sunblade is level 4 at +1. Adding two would bring it to level 6, the lowest level +2s. Are you suggesting adding two levels in addition to removing the daily power?

How about adding one level and removing the daily power? Then it's a +1 implement weapon that can deal radiant damage and cast light as a level 5 item, on par with Flaming and Lifedrinker.

Does that seem balanced?

Well I was suggesting that if you could add 2 levels without effecting the minimum enchantment bonus (which you can't) you could have just added the property with no issue and no need to remove the daily power. I don't know what it's daily power does (I'm looking for my copy of AV now) so I don't know how much balance changing removing the power will do for you. I'll edit this when I know.

Hmm.... If I were DMing I would raise the level by one and drop the damage die for the daily power down to d6 and leave it at that, I don't think that would be too powerful given its fixed to the strength stat for the attack and you're playing an avenger.

How about a Crusader's Weapon, also from the AV?

It's an enchantment that only works for Maces and Hammers, but it's currently the only Implement/Weapon that also deals radiant damage.

The Crusader's weapon is close and is a good guide for balance. The Sunblade's daily is a burst 1 radiant attack vs Reflex.

Maybe the Sunblade I describe would have to be at least +2.
