Okay, I need some critique on this boss monster, so if you guys could help, that'd be great.

Little bit of background, this is the murder for ia murder mystery campaign that my PCs will be confronting. He's made a deal with a magical arms dealer for the equivilent of super powered PCP with a little bit of abberition and a little bit of air elemental power mixed in. He's also ex-special forces, so i wanted to throw a curve ball to the players with some gurellia warfare from the boss instead of the usual "Fly around and smash it with a hammer" style that dragons and other solos tend to have. I want them to think on their toes, and i want them to have a real chance of dying. Heck, i expect at least one of them to do just that, but i don't want a TPK. So if you have any suggestions for powers or stat changes or anything, please let me know.

That went badly. If you copy/paste things, use FireFox, these forums are kinda suck and they don't work well with Chrome.

Here's a working copy I hope:

And now for my comments..

Don't make a Solo (especially a Skirmisher) that only attack one character at a time. I can imagine just how this combat goes; this guy hops into battle, throttles one player and everybody else stands around him, pounding him into the dust.

He can't escape them (without provoking a bunch of OA), he can only attack one at a time, he deals very little damage (only the Throttle power does, and only on one target)

I think this guy wouldn't work as presented... how exactly do you envision the battle will go? Maybe we could help rework him into something more fun.

Just my take but this fullfills the solo's usual need to be able to hit more then a single time (burts 1 minor attack) and the skirmishers role fullfilled of making the best out of movment with teleport and a teleport attack. the pc should have a hard time taking this varient down but definatly within doable means

Well if you like it good if not hopefully it at least will give you some ideas

Thank you! This is very helpful! Any other suggestions for various other powers he could have? I was thinking of also making him a leader, and including several guard "Minions" to help out and distract the PCs. The thousand thrusts power is perfect for him BTW, thanks.

RP wise, he's suppose to be ridicolusly strong, and in this campaign (A horror murder mystery) he's the toughest thing my PCs have faced (Their level 13 right now). He's also the conclusion to this campaign and if i have a few deaths on my hands by the end of it, then it's only to be expected. Finally, he's mayor of the city, and even if he's found guilty, his personal guard of spec ops soldiers are completely loyal to him and will fight the PCs despite a guilty verdict.

How do you want him to fight? Imagine if this was a movie, what would be the things that really stand out from this fight?

From your first post, he sounds like a Skirmishing Rogue with a tendency to choke enemies... if that's what you are looking for, try this:

Garrote (standard action; recharge 4+)
+18 vs Fortitude; Damage: 4d8 + 6 and the target is grabbed (until escape). Any failed escape attempt deals another 15 damage to the target.

Interpose (immediate interrupt, when targeted by a melee or a ranged attack against reflex or ac; at-will)
The mayor makes its grabbed victim the target instead. The mayor cannot use this power to redirect attacks made by a creature it is currently grabbing.

Here nor there (move action; recharge 3+)
The mayor teleports (or shifts, if you prefer) 6 squares, moving any creatures he has grabbed along with him.

That will at least keep him mobile, and makes it more dangerous to just pound him down while he's choking.
