Trying to make my own monster, this is my first so anyways. This creature is from the abyss as a scavanger and is a prized scout/assassin for those nasty demonic hordes. It has 9 inch claws, grey stretched out skin and razor sharp teeth. It is a natural climber and jumper and is a deeply feared enemy i intend to have in my campaign repeatedly throughout the terror i will put my players through. But im trying to balance it to where it wont be too powerful for intelligent players to handle.

Abyss Stalker                                                   level 3 Elite Lurker
Medium elemental Beast (Demon)                         300XP

HP: 60
Bloodied: 30
Regen 5
AC: 17   Fort: 12   Reflex: 16    Will, 11
Speed: 10, Climb 10 (Can run on walls and ceilings on all four limbs)
Immune: Poison and Disease   Resist 5 Necrotic.  Vulnerable 5 Radiant
Saving Throws +2, AP 1.

Claws - At will
+8 vs AC
Hit: 2d6+4

Pounce- Recharge 1d6
Requirements: Must be stealthed
Atk: 1 creature you are hidden from within 10 squares, +8 vs Reflex, Leap through the air and pounce on an enemy

Hit: 2d10+6 Target is proned and grabbed. Make secondary Bite attack

at will- Bite: +8 vs AC on a creature you have grabbed
2d8+4
Inflicts Abyssal Plague Disease

Leap* At will
Jump equal to your speed

Trained in acrobatics, stealth and athletics
all-around vision and blind/Immune to blinding effects. (Psychic vision)

I was thinking about giving it an encounter power to claw everyone around it as an aoe and/or blinding effect to let it escape to make another attack on the party. Tactics usually solo but will hunt in packs of up to 3

When I hear prized scout/assassin, a Level 3 Elite does not come to mind. At that level the targets it can assassinate are rather insignificant. It sound like an early paragon creature to me. I'd reflavour it to maybe act more like a blood hound that chases after foxes but in combat acts more like a lion or wolf using stealth and group tactics. Just take out the assassin part and replace it with prized scout/tracker to justify it's low level.

I don't really know about designing a monster mechanically, but this is what I'd be thinking as a player if you described the monster to me. Later in your Players' careers perhaps this monster could show up again but as a different species of Abyssal Stalker. I hope I've given helpful advice.

I wanted to introduce it earlier than paragon is why. I think you are probably right on the concept but yeah i did plan on having it show up at later levels as a more powerful incarnation. I just scaled it down to use on my early heroic tier players. Mechanically i was hoping for some input on making it dangerous but not unbeatable.
