I find that dual strike is simply to good of a striker power for fighters dual wield fighters pretty much out striker 2 handers while being more sticky

so I'm looking to change Dual Strike in my home campaign
would this setup curtail it enough i wonder

Dual Strike Fighter Attack 1.
At-Will Martial, Weapon
Standard Action Melee weapon
Requirement: You must be wielding two melee weapons.
Target: One creature
Attack: Strength vs. AC (main weapon)
Hit: 1[W] damage and make a secondary attack
Increase damage to 2[W] per attack at 21st level.
Secondary Attack: Strength vs. AC (offhand weapon)
Hit: 1[W] damage

I think you meant offhand for the secondary attack.

Anyway, this still leaves Twin Strike as a problem, and it will just lead to PMCing or Half Elf versatile mastering.

The actual problem with what makes these so strong are the special weapon enhancements that add more damage on top of their enhancement (Bloodclaw, Reckless, etc.) and the other items that give other bonuses to damage (Iron Armbands of Power, for example).

To a lesser extent, its also things like Pit Fighter, whose extra damage triggers once per attack instead of once per power, like it probably should.

If you fix that stuff, Dual Strike will be exactly where it should be, damage-wise.

TBH I have no problems with people PMC or going half elf for Twin Strike there's an opportunity cost in both those things. half elves aren't particularly optimized for fighters but the boost to con is nice and they're giving up righteous brand for it. and PMC you lose all the cool features of a PMC.
the main question is will this bring dual strike closer to any other powers for 2 handers.
