OK I have a human dhampyr bard focused around hypnosis like powers so instead of taking the normal extra at-will from your class I decided to make one:
Lure
At-will * Arcane
standard action      Ranged 5
target: one creature
attack: cha vs. will
Hit:
you may pull the target up to 5
squares. the target is grabbed and
takes a -5 penalty to escape this
grab until the end of your next turn,
also automatically hit w/ your blood
drain power as long as the target
is subject to this penalty.

Woah.

At first glance that seems a bit over powered.  5 square pull, grab with penalty to escape and free hits successively?

Remove the auto hit first and foremost.

From there, immediate changes I would make (if I was making this for a player) would be 3 square pull, and if that pulls them into an adjacent square you grab it.  So it would look like:

Lure
At-will * Arcane
standard action      Ranged 5
target: one creature
attack: cha vs. will
Hit:
You pull the target up to 3 squares.
If the target is pulled to an adjacent square
you grab the target.

I have to wonder why you can't just reskin a bard power to fit your concept.  In my group homebrewing a power is a last ditch effort to accomodate a character concept, but your concept seems general enough that a quick flavour text tweak would probably sate you.

Glancing at the character bulider, Cutting Words seems to suit you perfectly.  It does 1d8+Cha damage and a 2 square pull (looks more like my variation of your power).  But adding a synergy (in the form of free hits) for an encounter power is a bit much I think.

At level 5 I have never hit w/ blood drain once through the whole campaign. My character is a teenage dhampyr girl, I maxed out Cha and have Int as second highest so I have no Dex, Con or Str for a hit bonus on blood drain, I want the auto hit but I like your version of the power better than my first one, so I think I will add "auto hit until the end of your next turn" to your power. My group is made up of heavy roll players so combat is not too awful important.
