I'm creating a new campaign world. The basic premis is the world is populated by people who have been involved in some sort of teleport/extraplanar travel mishap.

I want to create a table for random npcs based on how magical their society is/ how often they use teleport.

The purpose of this is basically for : "The shopkeeper is a *roll* mind flayer"

Basically I want a simple percentile table that ranks the most popular intelligent races of the game by how magical their societies are and how likely they are to end up in a mishap. This also goes for intelligent summons, one quality of my world is summons don't disappear at the end of the spell's duration, instead they just wander off.

What sort of numbers should I use and which races are most likely to use extraplanar travel.

I figure celestials, devils and demons will get a very high percentile chance. Humans and elves a lower chance. Orcs, goblins and other brutal humanoids will be extremely rare. Other then that I don't know enough fluff to say exactly what deserves what percent.

Reading it the first time got me confused, but after reading it many times, I started to see what you were trying to say.

Basically you want a Random NPC generator that generates a creature (specifically a humanoid creature/ race) randomly.

For this kind of table, I would suggest using the d-percentile, since that tends to be more reliable when you're dealing with a large group of creatures like this.

Have a few tables, each one representing different values directed towards the creatures, such as a table for common humanoid races and have higher values for the common races such as humans, elves, goliaths, and whatnot; also, have a table for exotic humanoid races and have higher values for mind flayers, demons, devils, swordwings, all that fun stuff-- races that wouldn't normally be found as PC's.

As for the summons... not sure what you mean by this. I'm probably gonna need more info on that.
