I'm starting a new campaign in a few weeks.   One of the main villains will be a recurring NPC who is a hired assassin.   He is a large, strong human and he has one normal eye and one magical/mechanical one.    I'm trying to come up with good ideas for what the eye might be able to do, and after a few days of unsatisfactory notions, I thought I might try here for ideas.     Almost anything goes here, with only a few conditions:  the eye shouldn't be too powerful, the final encounter against this villain will likely come in the early paragon levels.   The other condition is the eye cannot have a power that lets it scry or spy on or locate the party magically (for plot reasons).

It sounds more like something along the lines of Artifact powers akin to how Acererak used the Eye of Vecna in the 4e Tomb of Horrors adventure at it's base. But we can't really help unless we know the specifics of the villain's ther abilities so that we come up with something to match. Tell us more about the villains abilities and powers and we should be able to come up with something appropriate.

The NPC is an assassin named Vishin who has been with the guild for sometime, and is near the top of the ranks but not quite there yet.   He is a bully in his non-professional life, and often struggles to control his temper while working, something that has slowed his progress in the guild.   He is very large and strong for a human, but not monstrously so.   He favors a two-handed sword and dagger combo.
He is fast for his size, but tends to favor strength over dexterity and stealth compared to most of his fellow assassins.

I see him as being roughly level 15.

In Mystara Setting D&D there was the Eye of Arik which was a gemstone with magic abilities - the particulars are tied to the D&D adventure Silver Princess allowing the Immortal Arik to escape his planar Prison. Arik is Arik of the Hundred eyes which implied he had more of these gems and might even be some sort of Beholder God. It turned people into statues, cursed the principality, and summoned villains and monsters to the principality.

In your case I recommend an Artefact: Lets call it the Eye of Judgement - a Lawful artefact made of gears like some steampunk/magitech which allocates a kill order to the assassin from what ever god built it and cursed him with it. So he is God's Assassin.

powers
True Sight - allowing the Assassin to see through illusions
Holy Symbol - driving off Undead

penalties
-5 penalty to hit rolls to thwart any attempt by the Assassin to kill civilians

Well, the favor of strength over speed makes me think either making him a brute or a soldier. In either instance, a minor action power that either deals a large amount of ongoing damage (if brute) or save end marking effect (if soldier) where he can punish them no matter the distance they are from him comes to mind.

This might not help, but maybe it will get the creative juices flowing...

The eye functions not only as above-human vision, but as a compactnd magicaly controlled homoculus to go. When in trouble, he pries out the eye with his dagger and it lands on the ground as a large mechanical spider that can serve as a distraction, scout, or assassinate targets normally out of reach.

On a similar idea, it could be a removable alchemal bomb. Takes it out, and throws it at the party while he escapes. Effects range from fire to thick smoke to an all out full party magical paralysis or short range teleportation.

The eye is a removable sentry that magicaly transmits what it sees to the assassin when he focuses. Could be useful for escape or spying.

The eye calculates and copies what it sees to memory, subconsciously allowing the assassin a greater and greater edge as the fight goes on. It could allow a stacking defense against repeated at-will attacks. Or it copies a move it has witnessed for the user to attack with later, similar to oblivion moss in the mm3.

 Hope this helps

A couple of thoughts. If this NPC has been hired to slay the PC's perhaps his master can see events through the eye. And since it is an assassin maybe the can let you make an AOO when some one eneter his threat range or let him become invisible after making an attack.
