Idea for speeding up combat

So my party recently hit paragon tier. We've noticed that combat slowed down considerably at this point (Actually, it was getting slow for a while before that, but there was a big jump at 11th), and I've been trying a few things to speed it up. But this morning, I was thinking back about how at around 5th level, things worked pretty smoothly. And then I thought "Well, why not keep things at 5th level?" I recall something called e6 in 3.5 that did the same thing, and I based this on what I remembered of that.

Now, I realize that players like to see their characters advance. So, I worked on it a bit, and here's what I came up with: Players gain levels like usual, but not everything advances.

Attacks and defenses don't advance; they stay where they were at 1st level.
Players gain powers and feats as they level up as normal. Feats that scale are treated as though the character was 5th level. Powers have their damage adjusted to an appropriate amount for 5th level, effects are the same.
Skills advance at the normal rate (+1/2 level)
Players always have the hit points of a 5th level character
Players gain their paragon path and epic destiny at appropriate points.

Instead of monsters having a level, they are (Level), (Level+1), (Level-1), etc.
An equal-level monster has attacks and defenses calculated for 1st level, HP and damage for 5th level. Above- or below-level monsters have +1 or -1 per level to attacks, defenses, damage, and HP.

Items no longer have increasing enhancement bonuses at higher levels; instead they have better and better powers.

Is there anything else I'd need to account for if I try this "fixed-level" idea?
