Ideas for wrapping up the paragon tier

Brief overview of my campaign so far:
The party started out in a smallish town. So for the adventures have been fairly unconnected to any central story as I figure the system out and how I want to proceed. What HAS been consistent is one of the characters in the town. He has been a main facilitator of my adventures and they seem to trust him. Their current adventure is one that is personal to this character.

How I was considering ending this tier:
The PC's return to this town to find out they had been duped. Their friend, it turns out, is a shill for Netheril. After they had gained a few levels he realized that they could get in the way of Netheril annexing the area, but he lacked the power to eliminate them. So, he keeps sending them away on adventures, hoping they don't return or at least giving Netheril time get a foothold. Meanwhile, they had aided others in the town whom they didn't know if they could trust (due to their friend's mistrust of them) who are actually good guys (perhaps Harpers). They had gotten wind of Netheril's interest in the area due to the rumor of a powerful secret nearby (which turns out to be an ancient, hidden soulforge, introducing warforged to Faerûn)

Now, they would return to find the town taken over by Netheril, led by a shade. They will have an encounter of some sort with their friend and all (well, MOST) will be realized. They also meet someone new; a cloaked figure in armor that turns out to be a warforged that has seen and heard a great deal of what is going on and points them toward the knowledge of who the good guys are.

Where to go from here:
I'm at a loss as to where to take them from here. Should they attempt to drive Netheril from the town? Should I make that seem improbable/impossible so as to lead them to a larger story element? What would be an interesting way to have them drive Netheril from the town? What happens next? Should I scrap this scenario totally and do something else?

Somehow this all seems a little too "small" to me. Seems like at this level the adventures should feel a little "bigger".

Also, I had an idea that maybe there is news of the reestablishment of the empire of Cormanthor. I kind of like the idea of the PC's creating a relationship with Cormanthor in order to oppose Netheril through the Paragon tier, however I don't really know if I want to go into politics very much. I like the idea of going more into planar travel and more fantastic adventures, but don't know where to go with that or how I could/if I should incorporate these fantastic elements into the Netheril scenario I described above.

As you can see, I need guidance.

Well, if the friend has now successfully duped them and the town is taken over by Netheril, have the friend make an "I am the bad guy who duped you fools, now I'm in a position to get rid of you" speech and then have a powerful Netherese spell-caster dump them into the ...(pick your plane) plane "from which you will never return"...and then they have to fight their way back and eventually get to a point where they can not only take revenge on their betrayer, but give Netheril a bad time as well.
