Implications of multiples of same encounters/daily powers?

Hey everyone,

Looking for some community input on a manner of a house rule I'm looking to impliment.  Currently, you can trade a higher level encounter or daily power for a lower level one; however the rules origianlly don't elect you to pick a power you already have.  I'm thinking that perhaps there might not be any major problems allowing  players to have multiple uses of the same power - as long as they are of a sufficent level

For example

at Level 3: you could have one 3rd encounter power, and one 1st level, or two first level (same 1st level power twice).

at level 20: you could have something like your level 20 daily (PP), 19, 15, and 10 powers, or your 20 (pp power), and 3 uses of a level 10 power.  I'm also considering allowing players to have multiple uses of paragon powers, as long as they use a higher level slot for a second use.

As a forewarning, I am aware of the powers Rain of blows, storm of blades, and a couple more broken powers -- but I think that has much more to do with those powers, not this set up.

Thoughts?

I'd allow it. Yeah, some powers might look like they take a lot out of you, but if a PC had trained enough for a particular move or technique, perhaps his body can execute it more efficiently, rserving the strength (i.e., ability) to use it again so soon.

I don't see any reason why you shouldn't allow it.  The only consequence you will have to deal with that I can think of is from synergy:  For example a character who is specialized in one area (e.g. charging or thunder attacks) will be able to optimize a bit better - as it stands they may not be able to choose an appropriate power for every level but with this option they can better benefit from the synergy from specializing; this will often make a low level power more effective than a non-synergyzing higher level power.

So I'd allow it,  but if your party tends to power-gaming be aware that they can probably find ways to make themselves a bit more powerful (if less flexible) that way.

I think the reasons it wasn't allowed in the core rules are:

1) It gets a bit boring seeing the same powers used again and again all day.

2) There are simply some powers of some levels that are not well balanced vs others. If they can be used only once then its not such a big deal.

3) Optimization, which goes along with 2. For example as a worst case kind of scenario at 8th level I can make an orb wizard that with a couple of orbs can pretty effectively lock down most monsters using sleep without even needing to make a to-hit roll. If I can trade my level 5 etc daily for another copy of sleep? You'd see orbizards starting around paragon with nothing for dailies but sleep and/or some similar higher level spells.

RoB, certain stances, Beacon of Hope, etc. These are all powers that any smart player would pretty much fill their repertoire with. Most of them are low level spells too, so potentially I could see even epic level PCs with basically multiples of 1 encounter and 1 daily power. Realistically most players won't want to specialize THAT much, but it can get a bit repetitive and for one-shots and such its probably not a great idea.

I'd say for most home games where you don't have munchkins running around, go for it. Worst case you can always go back to RAW later since its not like it makes a HUGE difference.

my group is heavy on RP so this is a great idea for simplifying combat so they only have to remember/read a couple of powers. good idea thanks.
