I have perused the two adventurer's vaults quite a bit. But I have noticed a tendency with 4th edition items in that they follow a +1,+2,+x tier of advancement. I personally, don't like to create any significant item, unless it has an origin or I have some hidden details about it. This thread is about creating items such as that which we all can borrow from. If you like your +1 short sword, then have to it, but this thread is all about none of those things.

I will begin -

Title: Tal Lorvas's Staff of Necromancy
Origin: Tal Lorvas the Necromancer
Damage: 1d8
Power Card:
(Daily)[Standard]
Once per day, a wizard can use equip the implement to raise the corpse of a slain enemy into an undead vessel which is subservient to its master. Make a (d20) + int + 1/2 lvl vs. Will
Effect - Creature is revived with 1/4 original H.P.
Miss - Creature is revived with 1 H.P.

I am all about creating cool story related items, but if you want them to be used, I would seriously try to make them comparable to items that already exist. For instance, I would recreate your item in the following manner:

Name: Tal Lorva's Staff of Necromancy
Level: 13  (17,000 gp)
Implement (Staff)
Enhancement: +3 to attack and damage rolls
Critical: +3d6 necrotic damage
Power (Daily * Arcane, Implement, Necrotic, Summoning): Minor Action. You must also spend an action point to activate this power. You use the 9th-level wizard power Animate Dead (See Dragon Magazine 372).

Of course, this was just me doing my thing. But I imagine that what you would want would look similar. My DM for one always makes custom items, and I help him frequently because I am more versed in it than he is (though he makes ALL his monsters custom), so I really appriciate what you are trying to do. Hope I don't sound snooty.

DMDave, perhaps you can explain what you intend your various keywords to mean. Some of them (Damage, for instance) don't correspond to normal items.
