Judge
A holy upholder of the laws of the lands.

Long ago, far before the reign of the current governments, a great and powerful empire ruled. They used powerful magic to establish divine laws throughout the empire. These laws governed most things, and brought peace and prosperity to the empire. Over time, the empire fell, and with it knowledge of the laws faded until no one remembered the law.

One day, a scholar found a tome describing a powerful empire that laid magical laws across the world. After testing, she had found that the laws were still in place, but without people to uphold the laws their magic was useless. At that time, she decided to found the Order of the Sacred Laws, an organization made to enforce and uphold the ancient laws. Members of this organization are called judges, and can invoke the magic of the laws and create magical effects related to the law being manipulated.

Sworn to Uphold
Any warrior that trains in martial skill or follows the gods can become a judge. Being a judge requires focus, focus that only those that devote themselves to the gods or to perfecting their body can achieve. Your character could have learned of the ancient laws from another judge or from study.

Creating a Judge
Most people do not know of the ancient laws, or do not care about them. A judge, is a character that has decided to uphold and follow the laws of the great empire.
To start on the path of a judge you take the Oath of Law multi-class feat. The Novice Power, Acolyte Power and Adept Power feats show more study and mastery of the ancient laws.
Judge Multiclass Paragon Path: The paragon paths for Judge are the Lawmaker (recommended for controllers and leaders), Outlaw, Justicar (recommended for defenders and strikers), and Scholar of Law (paragon multiclass) paragon paths. Do not use paragon multi-classing rules from the Player’s Handbook.

Oath of Law [Multiclass Judge]
Prerequisite: Martial or Divine class, proficiency with heavy armor
Benefit: You gain Judgment as an encounter power and training in History. You also gain a +1 bonus to Diplomacy, Intimidate, and History.

Judge Powers
Judge powers are special abilities that manipulate the divine laws set down by powerful magic of an ancient empire that used to rule the entire world. Several judge powers have the Seal keyword (see below). Judge powers use holy symbols as implements when using powers with the Implement keyword.

Shouldn't judgment, the class feature, be an at-will so you can end more than one seal in an encounter?

Ya...I just set it as an encounter as a knee jerk.
