Jumping on the Necromancer bandwagon

Ok, everyone seems to be making homebrew rules for necromancers at the moment, but I don't care: I want to try and make one too. With that in mind, I began by looking through the monster manual for ideas for powers and came across the deathlock wight. They have an at-will power that I am trying to balance for PCs. Directly translated as a PC power, it comes out as the following:

GRAVE BOLT

At-Will * Arcane, Necrotic, Implement
Standard Action Ranged 20
Target: One creature
Attack: Charisma vs Reflex
Hit: 1d6 + Charisma modifier Necrotic damage, and the target is immobilized (save ends).
Increase damage to 2d6 + Charisma modifier at 21st level.

Now to me this seems to be too powerful for 1st-level PCs (the deathlock wight is level 4). Any suggestions on how to make it balanced for a 1st-level at-will power?

One idea I came up with was to make it very similar to the Wizard 1st-level Ray of Frost power by reducing the range to 10 and changing the effect to slowed until the end of your next turn. What do you think?

You might be able to get away with range 10 1d4+Int and Immobilize until end of next turn, but it's pushing it.

The biggest thing is to remove the (save ends)

I made it a melee attack and kept the immobilization but made it end the following turn. (I was going for the lich's paralysis touch)
