Koentar are centaur like race with upper bodies resembling elves and lower bodies resembling deer. As a race they are deeply in tune with nature favoring Rangers, Shamans and other primal classes.  The tend not to worship gods instead revering the primal spirits of the world.
Koentar
Shy hunters that originated from the depths of the fey wilds

Agile Leaper: You can use your Dexterity Modifier in place of your Strength Modifier when making jump checks.

This mechanic is very questionable as a racial feature. It's very limited in use and probably completely useless for a lot of characters. I recommend you replace it with something else and make this into part of the benefit of a racial feat or something.

Attack: Intelligence +4 vs. Reflex, Wisdom +4 vs. Reflex, or Charisma +4 vs. Reflex
Increase to +6 bonus at 11th level and +8 bonus at 21st level.

The attack scaling convention has changed from +2, +4, +6 to +3, +6, +9, so this power of yours should scale as +5, +8, +11.

Cautious  Nature: You gain a +1 feat bonus to Perception checks

Pitifully weak. There's no reason for anybody to take this feat ever.

Since it's surpassed by Skill Focus: Perception which grants a +3 bonus.

I agree. If I were you, I'd make that into a feat. You don't need to replace it with anything, either. The race has enough features to already be a full, robust race.

I like it. I think it's clever how you used the dwarven feature there to represent the 4 legs. I also really like the flavoring of the class. It reminds me of the dryads from WOW.

I see a potential issue down the line with things like mounts and whatnot. You may want to add in a Feat that gives perhaps a bonus to Overland Speed and an Endurance bonus for long distance running to help offset this.

Done, stripped from a racial feature and turned into a scaling feat.

also done, I had not realized that the conventions had changed.  Thankyou for pointing that out.

Changed completely, and now I am not sure if is too situational or unbalanced?

thankyou that was exactly the flavor I was going for.  I have always liked playing non humanoids and I wish I could find a MMO that allowed it.

I totally did not even thank about it.  Overland speen has never come up in any game I have ever played.  You raise a good point and I will need to think about how to fix it. Thankyou for pointing it out.

To be honest, why even bother making an attack roll for the Faerie Fire power? Combat advantage once per encounter for the party isn't particularly breaking and similar to the Gnome, Elf, or Eladrin racial powers except for the smaller bonus but wider benefit...
