Lesser Hat of Disguise: What Level?

Having decided that the Imposter's Armor isn't worth it even without the 'chain only' requirement (I'm not a fan of non-combat abilities on combat items like the armor slot), I'm going to homebrew a lesser version of the Hat of Disguise item, one which only changes the wearer's attire, not their identity or physical appearance.  What level do you think such an item should be?

completely arbitrary ... I'dd say lvl 4 (low-medium first tier)

Yeah, I was thinking somewhere in that neighbourhood, partly because 5 felt too high, but also because it's much more gratifying if a changeling can have the item from first level.
