We're experimenting with the idea of level-based racial powers. Basically, a player wants to create some new powers for his race (tiefling) and take them in place of his usual class-based powers.

So long as they're balanced against the other powers of the same level, I can't think of a reason why not. What do you think?

Two things you should consider:

* It'd give you easy access to stuff outside of your role, without having to Multiclass

* Unless the power happens to use the ability the player specialized in, he won't hit with it. Each race gets two bonusses, so at least you can run the powers of those, but that's still 2 abilities the character might not have...

They'd become awfully tuned to that specific character; you might as well add the powers to his class, or refluff his class powers to run off his race, I think.

Utility powers are good candidates for this. Let him manifest tails or a wing, or other devilish things.

Also, look at the weapon "mini-classes" like for whip, spiked chain, and bola. You could pretty easily design one of those for the tiefling.
