Light, Darkness and Genasi - balanced?

Jan 17, 2009 13:54:26 Long story short: in the campaing that I run, there are no Stormsoul Genasi, but there are Lightsoul and Darksoul Genasi. Both homebrewed. Are they balanced?

LIGHTSOUL MANIFESTATION: You gain a +1 racial bonus to speed, a +5 racial bonus to saving throw against fear effects, and the Flashing Bolt racial power.

FLASHING BOLT

Standard Action Ranged 10
Target: One creature
Attack: Strength +2 vs. Reflex, Constitution +2 vs. Reflex, or Dexterity +2 vs, Reflex
Increase to +4 bonus at 11th level, and to +6 bonus at 21st level
Hit: The target is blinded and irradiates bright light in 2 squares (save ends both).

Nah, it gives you the option of not moving one round, in exchange for using this power.
