unsure of what level it should be, or if its just too powerfull.

Apr 01, 2009 21:26:43 		This is indeed a fair item. Its not too powerful by any stretch. You will need to word it a little more carefully (similar to the Belt of Vigor in the PHB pg 253). Here is what I would do:

Troll Ring
Lvl 7
2,600 gp
Item Slot: Waist
Property: You gain a +1 item bonus to your healing surge value.
Property: You gain a +1 item bonus to death saving throws.

The item could range any where from level 5 to level 8. I felt level 7 was a fair spot, but no less than 5 for sure.
