low level, instant rituals.

this is continuing from my previous thread here.

I came up with some tentative math for cutting low time rituals down to instantaneous to put some out of combat limits on what my players can and can't do with a homebrewed flavor of magic we're running.  It initially started out as me wanting them to fluff their powers according to which magic they wanted to lean toward, but it has rapidly evolved into something that needs a mechanical yoke.

My basic formula is: (T/5)+2(L-1) [cost in healing surges]

-T is the number of minutes it takes to cast a ritual
-L is the level of the ritual

With this, a player wanting to cast Banish Vermin would need to spend 2 healing surges, casting bloom would require 4 and portend weather only 1. Each known ritual can only be cast once this way before needing a short rest to gather another bout of energy.

I'm considering wrapping a handful of rituals into as many feats and giving players a slight bonus plus a number of rituals (just like dragonmarks, except with the ability to burn surges for instant casting). they'll have to come through me to get the rituals (as they really don;t exist in purchasable form in this campaign) so I'm not too worried about something broken going down.

i figured I'd start with feat "Intro to X magic" then have a stackable feat and/or paragon path to reduce the number of healing surges to get some decent instant rituals.

What do you think?
