Making Aquatic and Flying Races

Seeing how flight got restricted pretty huge in this edition, and how there are no examples in the MM of a flying or aquatic player race, I was wondering if anyone had thoughts about balancing either of these concepts to make a player-usable one. I'm sure some people probably miss their Avariels and some more offbeat people miss their Aquatic Elves or wanna play a Murloc--err, Kuo-Toa.

I haven't been able to figure out how an aquatic race might work, but looking at Githyanki and their Telekinetic Leap power I had an idea for how to work a flying race, similar to the Raptorans in 3e. Basically, his race would have a Glide encounter power that is a Personal only version of Telekinetic Leap, perhaps with 1-3 squares more movement to make up for the tradeoff of being personal only. Then it could get a Paragon Tier feat to allow them to glide further or give a Daily with the same effect as the Fly spell, and an Epic Tier feat to give them some kind of at-will or at least more reliable flying.

Any thoughts?
