[I don't hang out here much... I didn't see anything about this in the last month of posting, so sorry if this is a common or long-derided idea.]

Brothers and sisters, something which I've though for a long time (but came to a head when considering Hybrid Characters), is that Characters need more 1st Level At-Will Attacks.

Characters eventually get 4+ Encounter and Daily attack powers, and can switch them out for higher-level awesomeness... but merely get minor improvements in their at-wills. Ho-Hum. Boring.

Hybrids have other issues, as many of their class features trigger only on class powers, and not basic attacks & the like. Because of how powers have to be alternated/balanced, this means that few powers will be able to trigger the features. Epic Hybrid characters could have only 3 attack powers total they could use a class feature with, and only one they could use more than once in an encounter. Yuck! [Yeah yeah... this is a build issue and would be the player's own fault. Still, why not increase flexibility?]

We need more At-Will attacks, folks.

Here is how we can "Pump Up The Volume" for At-Will attacks.

  1. At each tier beyond Heroic (ie 11th & 21st level), characters can pick 1 additional 1st level at-will attack from their class. Thus, at level 21 characters will have 4 1st Level At-Will Attacks (1LAWAs).

  2. If you go the route of Paragon Multiclassing, then at 11th level you gain a 1LAWA choice from both your original class and from your second class. (You can't replace a 1LAWA from your primary with a 1LAWA from your secondary class as per the original Paragon Multiclassing... because you are already getting one.) At 21st level, you gain either a 1LAWA from your primary class or your secondary class. Thus, 21st level Paragon Multiclassers will have five 1st level at-will attacks, 3-4 of which will be from their primary class, and 1-2 of which will be from their second class.

  3. If you are a Hybrid character, at 11th level you gain a 1LAWA from both of your classes. At 21st level, you gain a 1LAWA from one of your classes. Thus, at 21st level, a Hybrid character has five 1LAWAs, 2-3 from each class.

  4. If you go the route of Paragon Hybrid, at 11th level and 21st level you gain a 1LAWA from each of your classes. Thus, at 21st level you would have six 1LAWAs, 3 from each class.

  5. If you are a Hybrid Character who goes the route of Paragon Multiclassing (to match your soul) at 11th level you get three 1LAWAS, one for each of your classes. At 21st level, you get two 1LAWAS, which may be from 2 of the 3 classes (you can't double-up). Thus, at 21st level you would have seven 1LAWAs, 2-3 of which are from your primary classes, and 1-2 of which are from your secondary class. Aw Yeah.

Special Cases:
  • Humans: No change... they get another 1LAWA at start.

  • Druids: No change. Yes, Human Druids might get a bunch of powers if they Paragon Multiclass.

  • Diverse Study: No 1LAWAs can be switched out.

  • Combat Virtuoso: This does affect 1LAWAs gained in the above methods for Paragon Multiclassers (not for Hybrid powers... only Secondary class 1LAWAs).

  • Psion stuff: [Shrug]

I'm kind of dubious. The thing is, for most characters, your at-wills are either a defining choice, something you build your character around, or a non-choice due to a lack of more than 2 (and occasionally more than 1) good at-wills for your build.

There are more and more at-will powers in publication every month for every class. But for thirty levels, which means for about a hundred and fifty fights, adventurers use the same two or three at-will powers (or alternate a few more as they retrain... but basically they will settle on two or three).

I think that at first level, everyone should get an extra at-will power. (Which would mean that humans would have four.)

The thing is, players think there are only one or two good at-wills for their character, because they are forced to choose. But with more at-wills, they can pick a power for more unusual circumstances. For example, an archer ranger could choose Twin Strike for damage, Careful Shot for firing single magical arrows and Nimble Strike for sticky situations or Warning Shot for some control.

If you really want to add more at-will powers to a character, why not a feat that lets you take another at-will.  If it comes down to needing more actual powers, then you got a lot more to deal with.

well, i'd suggest that for multiclass, you should immediately choose a 1LAWA from the multiclass which you may use an an encounter power (similar to 1/2elf Dilletante). this would give increased ability to fill the role of that multiclass choice beyond the skill training, implement proficiency, etc.

as the 1/2elf dillettante can later boost that choice to become an at-will rather than encounter, perhaps at Paragon: If you select paragon multiclassing, the choice of at-will that you took when you initially multiclassed become at-will rather than encounter.

Any hoorahs for that?

+1

I like this, a lot. a multiclassed character will either want one of the powers to augment their character, or they may want a particular class feature (which you can really do well with the multiclass rules in 4E). Either way, the Swordmage and Sorcerer multiclass feats are whack!
