Milestone Powers

Recently I have started a 4th edition game set in the streets of Ankh-Morpork, from the discworld series, with the PCs as private investigators.

The PCs are on the cusp of level 6 and are:

1. Nuern – Wizard, Doppelganger (an experiment by the vampires of Uberwald)
2. Steel – Paladin, Golem (reflavored Warforge)
3. Snow – Cleric, Troll (reflavored Minotaur)
4. Random – Starlock, Tiefling (reflavored human that had done too much tampering with not nice things)

Basically I’m ripping stories straight from the likes of Sherlock Holmes and adding in some combat and magic.

That’s enough back story. Now my house rule that I implemented a couple of sessions ago is that Daily Attack Powers recharge upon reaching a milestone

I have found nothing ruins the flow of a in depth investigation in to the dark underbelly of Ankh-Morpork like having to go rest. Also, with 8-10 encounters a level and 4-6 encounters a day I found that my players had very few instances to use their daily powers. I found that sometimes my players would hold back using their powers and then miss the bus completely and never get a chance to use them.

I was just wondering what you guys thought of that.

My only thought would be that once they start getting even more daily attack powers they will be basically using about 2 daily powers per combat.

it sounds like maybe they aren't getting enough magic items with powers? or something similar...or maybe just not using their encounter powers to the limit. daily powers are intended to be something that only happens once in a great while, but has a crushing influence when it does. having them fire once or twice every encounter would cheapen them. part of being a good player is knowing when to use them.

if you do decide to keep goign with your system, i would say they have to pick which daily recharges at each milestone, and maybe limit each daily to only recharging once per day? recharging all of them, or recharging only the most powerful of them, just seems wrong.

How about this instead.
Every three encounters, a Daily recharges. Lowest level spent Dailies come back first. You don't want Dailies being thrown around right and left, but you don't want them to go unused either. (Reason being that you don't want Dailies being thrown around like pez candy is that you end up having to jack up the difficulty of the encounters)

You should be shooting for a compromise between the two ideals really. Also, once players get more dailies, they tend to spend them more often.

I like that. I works now that they have few daily attack powers, but once they have 3-4 i'm guessing it will seem like they are over using them. I think we all felt, especially at 1st level, that having only 1 daily to use during a 4-6 encounter adventuring day feels rather sparse.

I do tend to throw harder than normal encounters at them, so it's not like they are walking all over the monster with the ability to throw around more dailies.
