Alright so I created these for the most recent Expert DM Competition over in What's a DM to Do? and now that the competition has closed I thought I would cross-post them here for balance evaluation and commentary. So, without further ado, the Moirag.

Moirag
Fluff
Though eladrin rarely venture into the Feydark, over the ages many have been taken as slaves during fomorian assaults on the surface. Though some of these, such as Eile caste of Inbharann, are left uncorrupted, others have suffered fates more akin to the spriggans and gremlins and have been twisted by the effects of fomorian magic. These eladrin, known as moirag, now look more like fomorians than other eladrin, including the large evil eye that is the hallmark of the fomorian visage.  Until recently, these creatures were little known and fairly isolated, but the rise of the Purple King is now beginning the make waves in the political world of the Feywild.

Three centuries ago, a fomorian named Ethnid survived the massacre of her family by a rival lord, and ventured off into the darkness alone. It is unknown where or how, but at some point in her travels she acquired a magical chain that whispered constantly in her ear. The Chain of Moira gave Ethnid the power to grow structures of metal as if it were a plant, all of the same mysterious purple steel, which she called maldach, that composes the chain itself. Ethnid used the chain to grow a small fortress of her own, modelling it after the ancient Mag Tureah and naming it Mag Moira. It was at this point that Ethnid began to collect servants, supplicants, and slaves, among which were the moraig eladrin, named after Mag Moira.

Having seen the control the Chain gave her over maldach, Ethnid began to wonder what else it might be able to do. At this point she turned her sights on myconids, which the fomorians have long tried to tame. Staging an assault on a lone colony, Ethnid struck down the colony’s sovereign, but rather than killing him, she infected his blood with maldach. She found that she could literally bend him to her will by manipulating the metal in his body. Other myconids that came into contact with the sovereign’s spores soon became infected as well, until the entire colony was under Ethnid’s control.

After this triumph, the fomorian queen sought out a purple dragon named Saurivoth, a rival of hers during her travels. They fought a pitched battle, but the power of the Chain led Ethnid to victory and she infected the dragon with her maldach as well. This feat, however, drained Ethnid of much of her energy and left her weak and vulnerable. One of her moraig slaves, a young male named Agareth, took advantage of her weakness and murdered her. Some say that Agareth seduced his fomorian mistress, others say that the Chain of Moira betrayed Ethnid, selecting Agareth as its new owner. What matters however, is that Agareth seized the throne and promptly murdered the few fomorians and cyclopses that served Ethnid in Mag Moira.

In the two centuries since these events Agareth, now called the Purple King, has consolidated his power and vowed to destroy all fomorians and set his moraig brethren free; he also holds a hatred for eladrin for their lack of action against the fomorian threat. Saurivoth, still bound by the maldach in his blood, serves as the guardian of the city alongside the myconid colony, and the Harbingers serve as the Purple King’s agents elsewhere, infiltrating fomorian and eladrin lands both. Finally, Agareth has somehow convinced goblins, whom he often takes as lovers, to join his still fledgling kingdom where they are treated as citizens alongside the freed moirag slaves. Using the Chain, Agareth is able to seal passages into Mag Moira with solid walls of maldach, thus controlling who can enter the fortress and ensuring its security.

I really like this. One suggestion I would make feats and abilities not reliant on constitution as much. Especially for the paragon path. I would either make things rely on 2 or 3 different abilities, or make it a static bonus.
