Does she have to make a level 1 character, even if we are all at level 2? What about equipment, in both cases? Thanks for your attention and answers.

Unless you are changing your classes main feature (i.e going from a 2 weapon ranger to a ranged or beast master ranger) which you can do by retraining when you level up (this is a campaign exception to the rules in the PHB). If you want to go from a ranger to a different class, then yes, new PC. A new player wishes to enter my group. Does she have to make a level 1 character, even if we are all at level 2? Yes. All LFR characters must start at level 1. What about equipment, in both cases? What about it? New PCs get 100 gp for equipment.
